NCC Hosts Stakeholder Forum to Address Challenges in A2P Messaging Ecosystem

The Nigerian Communications Commission (NCC) hosted a high-level forum aimed at addressing the challenges and opportunities within the Application-to-Person (A2P) messaging ecosystem. The forum, attended by a wide range of industry stakeholders, including government representatives, telecommunications operators, aggregators, businesses, and consumer advocacy groups, focused on the future of A2P messaging in Nigeria and the proposed regulatory framework designed to enhance the sector’s growth while addressing key concerns such as fraud, data privacy, and industry fairness.
Opening the forum, Dr. Aminu Maida, Executive Vice Chairman/CEO of the NCC, emphasized the crucial role A2P messaging plays in today’s digital economy. From transaction alerts and healthcare reminders to promotional campaigns and government communications, A2P messaging has become a vital tool for connecting businesses with consumers. Dr. Maida stressed that A2P messaging drives efficiency, improves communication, and supports socio-economic development across Nigeria.
“A2P messaging has become the backbone of business-to-consumer communication,” Dr. Maida remarked, “It serves as a lifeline for consumers who depend on it for critical information, whether it’s banking updates, healthcare reminders, or government notifications.”
He outlined the importance of a balanced approach that considers the interests of the government, consumers, and industry players—each of whom plays a key role in the A2P messaging ecosystem. For the government, A2P messaging provides an effective channel for delivering public services and information to citizens. For consumers, it ensures access to timely, secure, and reliable services. For the industry, it offers opportunities for innovation and growth.
However, Dr. Maida acknowledged the significant challenges facing A2P messaging in Nigeria, particularly in relation to consumer protection, fraud prevention, and the equitable distribution of value across the ecosystem. Issues such as spam, fraud, and data privacy violations have undermined trust in the platform, threatening its potential for sustainable growth.
“To unlock the full potential of A2P messaging, we must address these challenges head-on,” Dr. Maida said. “We need to ensure that all players—businesses, operators, and consumers—operate in a fair, transparent, and secure environment.”
The forum served as a platform for NCC to present its proposed regulatory framework for A2P messaging, inviting feedback and suggestions from stakeholders.
