FAAN unveils new By-Laws after 21-year regulatory review

The Federal Airports Authority of Nigeria (FAAN) has unveiled its 2025 By-Laws, replacing regulations that had remained largely unchanged for 21 years, in a move aimed at strengthening airport governance, enhancing operational efficiency and aligning Nigeria’s airport management framework with global aviation standards.

The new regulatory framework, officially launched in Abuja, represents the Authority’s first comprehensive review of its by-laws since 2005 and is expected to improve safety, security, regulatory compliance and commercial operations across Nigeria’s airport network.

Chairman of the FAAN Board, Dr Abdullahi Umar Ganduje, described the revised by-laws as a major milestone in the Authority’s institutional development, noting that the review reflects the changing realities of the aviation industry and the need for a more modern regulatory framework.

He commended the FAAN management for undertaking the comprehensive review, saying the updated regulations would strengthen airport administration and improve operational effectiveness.

Managing Director and Chief Executive of FAAN, Mrs Olubunmi Kuku, said the previous by-laws had become outdated and were no longer adequate to address the complexities of today’s aviation environment.

According to her, the 2025 By-Laws were developed to reflect current aviation realities, evolving airport operations and international best practices, ensuring that FAAN remains responsive to emerging industry challenges.

She explained that the revised framework would serve as a comprehensive operational guide for FAAN personnel, airport users, concessionaires and other stakeholders, while providing clearer regulatory direction for airport management.

Kuku added that the new by-laws would promote safer, more secure and commercially sustainable airport operations across the country’s airports, reinforcing the Authority’s commitment to operational excellence and improved service delivery.

She noted that the updated regulations also strengthen FAAN’s focus on regulatory compliance, governance and efficiency as Nigeria seeks to modernise its aviation sector and improve the competitiveness of its airports.

The unveiling comes as the Federal Government continues to implement reforms aimed at improving airport infrastructure, enhancing passenger experience and positioning Nigeria’s aviation industry to meet growing domestic and international air transport demand.
