Lagos moves to formalise bus transport with union pact

The Lagos State Government has signed a landmark Memorandum of Understanding (MoU) with the Lagos Metropolitan Area Transport Authority (LAMATA), the National Union of Road Transport Workers (NURTW) and the Road Transport Employers’ Association of Nigeria (RTEAN) to formally commence the Bus Industry Transition Programme (BITP), a major reform aimed at modernising the state’s public transport system.

The agreement, signed on Wednesday, marks a significant milestone in the government’s efforts to overhaul the commercial bus sector by integrating traditional transport operators into a more structured, regulated and efficient system.

The Bus Industry Transition Programme is designed to improve safety, efficiency and reliability across Lagos’ public transport network while enhancing service delivery for millions of daily commuters.

Under the initiative, transport operators will be integrated into a formal operating framework expected to promote professionalism, improve regulatory compliance and strengthen service standards within the bus industry.

The state government said the programme would also deepen collaboration between government agencies and transport unions, creating a more coordinated approach to managing urban mobility.

Officials noted that the transition programme forms part of the broader strategy to develop an integrated, modern and sustainable transport network capable of meeting the growing mobility needs of Lagos residents.

By formalising bus operations, the government expects to improve commuter safety, enhance operational efficiency and create a more predictable and commuter-friendly public transport system.

The authorities added that the commencement of the programme represents another step towards building a world-class transportation system that supports economic productivity while improving the quality of life for residents across the state.
